Looks like we beat the parking ticket. I received a letter saying:

We have found meter ….. was not operating correctly at the time your husband attempted a transaction and have made a recommendation to the State Debt Recovery Office (SDRO) to cancel this infringement.

In the meantime, I apologise for any inconvenience you have experienced.

The council were exceptionally helpful and prompt. It was a very pleasant surprise 😀
